Visio 2013 runs setup every time it is launched - RDS Server 2008R2

This issue has been raised many time, and there are a number of "fixes" available across the web, from reinstalling, to running secedit, or subinacl, or setting specific registry keys.  I have tried all of these, and we are still having the issue:

     clear a user's profile

     login, and start visio

     visio starts normally, and can be closed/run during this first session, no issues

     user logs off and then logs on again

     when visio starts, the install process runs.  And this situation continues until the profile is cleared again.

It appears that when the user logs off, something is saved in the profile that the visio startup routine does not like, and tries to fix.

My question....

     is there some way to determine what the visio startup routine is unhappy about, so that we can fix it?  Is there a way to force a log or debug so we can see what visio thinks is wrong?

Unfortunately, we have tried all those suggestions.  With a domain admin user, visio starts ok, and continues to start ok.  With an ordinary domain user, visio starts fine the first time, and continues to start ok until the user logs off, then gives us the issue when the user logs back in again.  We cannot run our users as domain admins!

What we are looking for is some way to determine WHAT it is that the visio startup routine does not like, so we can then find a way to fix it; but at the moment since we don't know what the visio startup is unhappy with, we can't fix it.
