Visio - Background Picture

I do not have much experience with Visio, just know the basics. I was trying to make a Network Diagram related to wireless APs at a Marina our Company owns. I went to google earth and Snipped a Picture of the Marina and inserted it into the Visio Document. 

My plan was to then drop the Wireless AP graphic onto this background picture. My problem is the picture kept shifting and re-sizing constantly and when I would double click on the Access Point to enter a Text the Picture would zoom in and having to keep re sizingand zooming in and out of the Visio  Document. I got so frustrated I simply used MSPaint. 

How can I "lock" the picture and keep it from constantly zooming and and changing size. I also tried to print but the picture was all screwed up where it was printing on 3 pages instead on one. Basically what is best way to put a background picture into a Visio Document without it driving you nuts with the constant re sizing.

Visio has two types of pages (background and foreground). Create a background page and drop your picture on it and then create a foreground page and associate the appropriate background page with it. Normally we do our diagram creation on foreground pages.

I agree with Mr. AL, we can assign a picture as a background page.
