We have a request from our HR dept to be able to quickly view a mailbox without that person knowing. Basically the request will come down from HR to us here in IT, we will give them access to that particular mailbox, then they will monitor that mailbox without the person knowing. Is this possible with native exchange 2007 or is there another application that will make it possible?

Hi,No, if you give read only access on mailbox permission then it doesn't allow you to open mailbox, it requires Full Mailbox access to open mailbox.Try giving just MAPI (Outlook folder level) Reviewer permission on top of the mailbox and on Inbox folder.
