We have checked everything from server end, also created new outlook rules for user.

This issue may happen if there is a hidden forward to delegates rule inside the user's mailbox. We can use MFCMAPI tool to find and remove the hidden rule. To do this, please follow:
1. Download and launch MFCMAPI tool.
2. Click Session > Logon.
3. Choose the MAPI profile that contains the mailbox with the delegate rule you wish to delete, click OK.
4. Click QuickStart > Inbox Rules.
5. Find the rule whose PR_RULE_PROVIDER is 'SCHEDULE+ EMS Interface', right-click on it and press delete.
6. If the user had some delegates set originally, have the user clear his delegate list, restart Outlook, and then add in the delegates again.
