I recently bought a new laptop with windows 10 & Office 365.
In the Outlook 2013 my inbox is not getting updated, it stopped in 2012.
Also, I am connected to the internet, but it seems that the Outlook 2013 disconnect on its own.

Hi,

What type of account do you use in Outlook? Exchange, IMAP or POP3?

Please make sure Outlook is not working in "Work Offline" mode: SEND/RECEIVE tab -> Preferences -> Work Offline.

Please also click the "Send/Receive All Folders" button, check what you see in the status bar. For example, here is mine:
