I'm just looking at a server that needs quite a lot of updates. What is the recommended strategy?
Exchange CU9 then .Net 4.5.2 or .Net first then CU9? What about the other general Windows Updates?

I would do .Net 4.5.2, Windows updates and then Exchange updates. What OS are you running Exchange 2013 on? If it's 2012R2 I'm pretty sure .Net 4.5.2 is already included (or it comes down via Windows updates).

I agree with Hite.
In addition, in a general, we firstly install pre-requisites then install CU. Because .Net belong to pre-requisites, we should install it firstly. If you update CU9 from old Exchange 2013 CU. You could not install .Net 4.5.2.
