Unable to translate English to Spanish Word 2013 Windows 8.1, no services, no language pairs

I am trying to translate, per the title , from English to Spanish in Word 2013 on a laptop running Windows 8.1 and have yet to do so at all.  Translating Selected Text returns a "no results found" message.  Translation Language Options shows No Services Available.  Translation Options - Machine translation - Available language pairs section is completely blank.  Attempts to add web services fail with "No services were added because the service provider did not provide any valid information" message.

Troubleshooting steps have included installing the Spanish Language Pack, checking that Proofing Tools - Translation Core Files are installed and "Run From My Computer", ensuring that there is no Group Policy in effect to prevent the use of online translation, attempting to install web based translation services, and running a Repair Installation.

There appears to be be ample documentation on using the Office translation features, but none pertaining to configuration and very little about troubleshooting.

This question was posted in Microsoft Community and was redirected to this forum without an answer.  Any constructive suggestions would be appreciated.

I have found the thread in Microsoft Community and seen the related images. I know you have done some troubleshooting steps. Then, please try the following methods:

Could you open this URL directly with IE?

If no, this site might be blocked by your fire-wall. And then click on Options and then on Trust Center and then on Trust Center Settings and select the Privacy Options item and make sure that there is a check mark in the Allow the Research task pane to check for an install new services.

If yes, please try to add this URL as service:

https://www.windowslivetranslator.com/officetrans/register.asmx

The link https://www.windowslivetransator.com/officetrans/ is the first link listed in support pages I've found that  worked.  All the others I've seen return a "No services were added because the service provider did not provide any valid information" message and  must be outdated.

Translate in Word now working as advertised.  Thanks!
