Unable to send emails from Outlook 2013 but able to receive them Error code 0x800CCC13

I had no problem before with Outlook, but after installing some vpn software like hotspot shield, i know from experience that during the time these types of software are on, you will not be able to send or receive messages, anyways, i got this wierd issue, and cannot send emails anymore, i can only receive them, i have uninstalled all vpn software from my pc, but still the problem presists, i have tried to make a new email profile, but that didn't work either, now i'm despirate for a solution, i have search everywhere and tried lots of things but nothing seems to be working with me, please help.

Using Outlook 2013 on Windows 10 Machine (upgraded from 8.1 and the upgrade didn't make any problem, it was working then) and POP3 email account (all settings verified several times)

Hi,

Please try the following steps and then check if this issue persists:

1. Have all apps closed (especially Outlook)

2. Search for <cmd> (without the left/right brackets) 

3. Right click and select "Run as Administrator"

4. In the command prompt window type in
         sfc /scannow         (be sure to leave a space between "c and /"

5. Let it run to completion.
