I found the issue. The Microsoft Exchange System ObjectsCN was first created without the anyone having permission to Write, Create All Child Objects or Delete All Child Objects. When I gave Enterprise Administrators Full Control of the CN and then re-ransetup /PrepareAD it finished without errors and I was able to continue with the install.
My question now is what are the proper permissions for Microsoft Exchange System Objects CN?
