Hi,
Can you see the old emails from web based interface of your email account?
Did you use the POP account on other device before? If so, I guess the old messages had been downloaded to the device and then got removed from the mail server. If this is the case, you will need to recover your old email from the device you used before.
If you want to view your emails on more than one devices, you need to enable the "Leave a copy of messages on the server" option. To do this, go to Outlook > File > Account Settings > Account Settings, double click the POP account, click More Settings button > Advanced tab. Tick the check box before "Leave a copy of messages on the server". Click OK and complete the configuration.
Or, you may consider using IMAP instead of POP3. Contact your ISP to verify if IMAP is supported for your email account.
