We are unable to create new user accounts on the Exchange 2007 Management Cosoles except on the Active CCR node. This was working correctly last week. Please check the AD replication with dcdiag and the health of the RID master exchange's domain. I would make sure you're able to create other object in your AD.

Thank you for your comments. AD replication has been checked and is running as expected. Microsoft have been looking into this problem for over a week now and still have no resolution. Once a resolution is found I will post the answer! Thanks again.
