This issue caused me issues for DAYS.  I have exchange 2013 installed on windows server 2012, with both mailbox and CAS roles installed.  I finally figured out that the CAS role had the powershell virtual directory set to the wrong location.  It needs to be "C:\Program Files\Microsoft\Exchange Server\V15\ClientAccess\PowerShell"  NOT "C:\Program Files\Microsoft\Exchange Server\V15\FrontEnd\HttpProxy\PowerShell"

Hope this saves someone days of heartache.

It seems to be that I have got the same problem, but where can I change the location of the virtual directory?

My problem started after I uninstalled WSUS

As the hours go forward, I think that Exch2k13 is not stable to put in production enrivonment... Too many issues!
Does anyone idea about when MS will provide a spk to fix a lot of issues that we see every day here???

>>> My opinion.

A bit late perhaps for you, but for others who are asking the same question...

Just open the basic properties of the virtual directory from IIS Manager. You can point the virtual directory to the correct location there.

This seems to be related to a Cumulative Update.
