Unable to Use Proofing Tools in Portuguese after Installation

Good Afternoon!

I am wondering if someone might be able to point me in the right direction with this.  

Our computers all run Windows 7 x64 Enterprise, with Office 2010 Professional Plus.  I have one user, who has enabled her Portuguese keyboard and also needs to install the proofing tools in Portuguese.  Following the link within Outlook (Not Installed link) brings you to a "dead" page.  I found the proofing tools online, in both x86 and x64 (we run 32bit Office) and tried installing them one at a time.  The installation will complete successfully, but they tools still show as Not Installed.  

I contacted AnswerDesk and they gave me a new file to try and the same thing happened.  For troubleshooting's sake, I tried this on my own machine as well (same software, different hardware) and had the same result.  Tomorrow I am going to uninstall and reinstall Office and try again.  

Would anybody have a suggestion on what else to try?  I'm kind of at a loss, and I'm guessing it is some silly little thing that I am missing (like a random checkbox!)

Installed the Proofing tool SP2 and doesn't work either
