Trapping outgoing mail with multiple recipients

Is it possible to set up a rule on Exchange or in Outlook to look for patterns in outgoing email recipients list?  We want to trap all outgoing email where the recipients list contains email addresses in domains for more than one of our clients so that we don't pass on information to our clients about each others email addresses.

Ideally we'd move these emails out of the outgoing queue to a holding folder where someone else can vet the emails and release them , edit and release them or delete them.
