To setup a schedule for web users to schedule appointment
I want to be able to have a calendar available to web based users, that has set appointment times for them to select from and sign up for those time slots. Those time slots are assigned to an individual and it would notify that individual of the appointment.

Hi,
What is the version of your Exchange Server?
Do you have sharepoint in the network?
If yes, then I think you can share the calendar to sharepoint and set permission.
