Thumbnail GAL images showing up in Outlook 2010 clients, but full size image not appearing?

We are running an Exchange 2010 backend, with all Outlook 2010 SP1 clients. I have just updated the Exchange Server with thumbnail images of all our users, and performed an update of the OAB. I can now see the small thumbnal of all my user images when I mouse over their name in the header of an email in Outlook, however if I pull up their contact info in the OAB, I don't get their full-size thumbnail image in the user's contact details window. I have tried performing a forced download of the OAB and that still doesn't appear to be working. Any ideas?
