Not sure if they did windows updates or not but I would think not. Also just an additional thought. When it was originally installed AD was set to 2000 Native then Exchange was installed. Then a few weeks later it was upgraded to 2003 functional level. (our DC's are Windows 2003 R2 64-bit)I wonder if the functional level upgrade has caused problems?

Same problem here without the rollup. Where are all the MVP's with all the great answers??? Why did Microsoft ever release this system? Released by the same people that brought us Vista??
February 29th, 2008 7:45pm

Had the same problem and fixed it by changing the system date Why you may ask? Well, its a leap year!February 29th seems to be the problem.

Thanks for the replies guys This would seem to be quite an amusing bug.Did you change the date on the exchange server on or on the DC's?Also were reboots needed?Doug
February 29th, 2008 8:25pm

Are you all serious?!! Is this related to Feb 29th? I just started installing E2K7 in our off-line lab today and have been battling this for the last 3 hours.

February 29th, 2008 9:11pm

I'm currently on hold with Microsoft Partner support for this very same issue (only I can't move mailboxes because of it). As soon as they pick up the phone I'll post the fix here.

Thank you ... suspect you have to change DC's, changing E2K7 only didn't fix it for me. I'm going to go home now, try again tomorrow. This is one of the most bizarre things I've heard of in a long time.

at last we have to surrender to evidence !! The real problem is... 29th February ... Spent last 8 hours to find out this... The good news is... that we are ok for at least another 4 years !!
February 29th, 2008 9:15pm

Change the date on the Exch2k7 server to be past 12am UTC and it works again. Who'd a thunk this was a leap year..... If you go too far ahead of your domain controller, the managment console fails.

Sorry, I forgot to mention you will need to disable the Windows Time service also so your exch server doesn't set the time back based on Domain Controller time.
February 29th, 2008 9:50pm

hmmm...adding to the saga...I'm able to move a mailbox from my 2003 server to my 2007 server with in the same site and to 1 other site...just not to my east coast site.

Same problem here in Singapore. Spent 16 hours trying to "fix" it. The Microsoft Engineers couldn't figure it out too..haha. Oh. It's 4am here and we are without sleep for the past 22 hours. Damn. The MS engineer advised us to wait till 8am (GMT +8) and try again. I'm now off to the data centretofinda place to sleep. Zzzzz. see you guys in 4 hours.

I've tested this on my single server production environment and haven't had an issue today. My server is running Exchange 2007 SP1. I suspect the issue is affecting multi-server implementations where servers span timezones. Can anyone confirm? http://www.expta.com

I just tested this in my org.... Either I don't have the same issue (still waiting on MS to answer the phone) or the time zones don't matter. I change the TZ to match the rest of my org (this is the only office on the easter TZ) and still no go, even after a reboot.

I thought this was a joke. Change the Date on the DC to March 1st worked like a charm. I have been working on this all day. Bad day to decide to install Exchange next leap year I am locking eveyone out of their workstationsand taking the day off.

I have a multi-server environment that does not span time zones (although MY DC's cross the int'l date line) and I am seeing this issue. Also, public folder replication has broken from 2003 to 2007, anyone else seen this today?
March 1st, 2008 12:18am

Yes - I we are having public folder replication issues as well, funny - the problems just started . Figures we have a 6550 user site scheduled to go online with with Exchange today. /sigh

more from PSS Hi John, Following are the details on the issue that you encountered Symptoms During following operations you may get the following error: The Exchange server address list service failed to respond. This could be because of an address list or email address policy configuration error. a. Move mailbox (Move mailbox completes successfully) b. Create mailbox, mailbox store, public folder or public folder store c. Change email related properties on a mailbox or public folder d. Any operation using the RUS API Information The above problem will clear itself at UTC/GMT 00 (7pm Eastern/4pm Pacific). You may have to restart the System Attendant after the above time to get past the problem. Problem is due to a mathematical problem in how Exchange interprets the date. Because this is a bug, we would non-decrement and refund the case
