Task Request being received as email attachments not tasks

We are using Outlook on Exchange Server and the Office version is 2013.  I was training the employees in the company and showing them how to assign tasks.  I was hoping the task would appear as a task request so  they could accept or decline the task request but the email came in with the task as an attachment.

I found an article which mentioned that it was something to do with Server setting but I cannot find the article again, but this is not that relevant as the article did not say what needed to be changed  (the writer was a Microsoft person).

Assigning tasks is something this company would like to do, but it is just not happening and I would be really grateful for some guidance that I can give them.

Whats the procedure when you assign task?

When I assign task to others, they can Accept or Decline this task in the message. If we attach this task as attachment, they will receive this message with task as attachment and just can view this task, no accept, no decline.

This can happen if the user account is connected via IMAP
