A customer has suffered a damage to the first Exchange database 2013.

I have operated a dialtone restore and, after some difficulties, I have repaired the database and proceed with the restoration of user's mailboxes content.

Of course the corrupted DB contained the system mailbox. Now users are working, but I can't do some operations, such as moving mailboxes. I ask the community a suggestion on how to solve the problem. It is possible to restore the system mailbox on the new database or should I redo the preparation for schema and domain to recreate it?

I know it's for Exchange 2010, but at this level, most things are the same.

it's easy to recover all of system mailboxes (Arbitration mailboxes)

just prepare the domain by inserting the Exchange 2013 DVD on any domain controller and open CMD "run as administrator" go to DVD drive letter and run the following command  

Setup.EXE /IAcceptExchangeServerLicenseTerms /PrepareAD

this command will create all exchange system accounts (arbitration mailboxes)

and run the following command to ensure that all arbitration mailboxes have been created successfully: 

Get-mailbox -Arbitration | fl name

the result must be as below :
