Switching from Office 365 to Office 2013 professional - best practice -  troubleshooting  investigation - licenses

Greetings,

We brought new computers in our organization for a site , Windows 8.1 Enterprise with Office 2013 professional, previously the users were using Windows 7 and subscribed to Office 365, now this site have problem which is: (End User Description)

"they can't edit any of all old excel files saved in previous version and consequently cannot share them. When they upload the .xls file on ONEDRIVE, system advice that license is needed to edit. kindly advise a procedure to be implemented to save into .xlsx format without license

Excuse my questions, but Ive shallow knowledge regarding Office 365, I need your help in the following:

I need to investigate in order to solve this problem, so what are the main points our questions that should be included in my investigation? What is the best practice to switch from Office 365 to Office 2013?

If case the subscription is ended or canceled, could I backup or download the files and documents that was in OneDrive?

Any change of the advice or the suggestions in case we are using have KMS licensing server?
