Spam Admin Mailbox
I am not getting any spam forwarded to the spam admin mailbox. scl is set to 1. Others are set to 8 and 9. All options appear to be configured correctly.
Any clues.

I am assuming you are using Ex07.
Open some spam emails and look for the following header:
X-MS-Exchange-Organization-SCL:
Is this present?
If no then the Content Filter is not processing any emails.
If all emails have SCL 0 then all your emails are being whitelisted.

Yes this is exch2k7. Single server. The scl rating is set to 0 on a junk email. Why would this be? I don't have a whitelist set up.

Thiscould happen if you where using the Custom Keyword list for example, but you say there is not whitelisting in use.
Show me the values of these headers:
X-MS-Exchange-Organization-SCL
X-MS-Exchange-Organization-PCL
X-MS-Exchange-Organization-Antispam-Report
Watch out, the Report value is often written underneath the header name...

I don't see either of those items listed. Is there a special way of finding them?

Those are part of the email headers. If you open the email in OWA, there is a toolbar button toview these
