Some users are not updated when apply new Email Address Policy
HI All,I created a new Address policy and apply it for 17000 users. It is only applied to 4100 users for some reasons. For all other users I havea warning messagelike in examplebelowWarning:The recipient "domain.com/Domain Users/Tapp, Frances" is invalid and could not be updated.All mailboxes ae currently on Exchange 2003 servers, but policy was created on Exchange 2007. On the Exchange 2007 server, open the Excnange Management ShellRun the following command:Get-Recipient "Tapp, Frances"I bet you will receive the following warning:WARNING: Object domain.com/Domain Users/Tapp, Frances has been corrupted and it is in an inconsistent state. The following validation errors have occurred:And then will be a description of the actual error.Fix that (on all 12,900 failed users), and you're golden ;)

Did you try with below cmdlet? Try for one user first, if works then do it for all users. Set-Mailbox re-evolutes the recipient policies and apply them again. I think you're both right. I have one more question about the priorities for Email address policies. If I need to create a new policy which will be applied to all mailbox users and I already have some policies defined how to work out which priority to set for this new policy. I believe that if user is a member of several policies, only the one with the highest priority will apply. It can be a situation that your user is assigned to several policies. Lower number email address policy has the higher priority. If recipient falls under the condition of that EAP, it applies and stops from there and don't proceed for other policies so ultimately only one policy can be applied to any user.You can refer below article for further details...
