Skype For Business 2015 On Site Lync Users Not Communicating With O365 Users

Hello,

I have a rather odd scenario happening regarding the Lync 2013 (Skype for Business 2015) client communicating with Office 365 users. 

In our environment we have Lync server 2013 setup with 1 FE server, 1 Edge server, and 1 Reverse Proxy server.  These are for staff accounts.  The environment works perfectly fine for contacting user internal to our organization as well as any other organizations that are openly federated.  The issues we are running into are when the staff try to message users that are outside our organization that have Office 365 accounts.  The Office 365 accounts are setup for our students.  The students can IM the staff from their web interfaces with no issues, however the staff are unable to IM the student at their Office 365 address.  They get the error message "The action couldn't be completed.  Please try again later."

This happens as well as when using the staff accounts with the Lync 2010 client.

Does anyone have any information that would help me clear up why this is occurring?  Thank you for your help.
