I am part of small business and we use Microsoft Office for most of our work.

Although I have limited prowess, however i believe a sheet with the following specifications can be made in Ms Excel:

1. Shared between multi-users over my company's private network
2. editing in blank cell is allowed
3. the file shows the date, time and user who edited the cell in the column next to the edited cells
4. once a cell is edited the cell is locked and cannot be edited by anyone except the file administrator
5. editing is not allowed however information is allowed for copy, paste, formula linking, etc.'

Can anyone help me in making such a sheet. We use Excel 2010
