Sharing Task and Email forms/templates

Our environment:  Outlook 2007/2010 - Exchange 2007 - Windows Server 2003

I have two questions:

1.  We are trying to use Outlook tasks to manage our IT projects and user requests.  We have created an "IT Request" mailbox to which all users will email a request.  We would like to set up a standard template to be used with the "IT Request" mailbox, so that we always get standardized information about the request.  Is this possible to do - have an email template default when someone types in the "IT request" recipient?  If so, how?  If not, what is the best way to ensure we receive standardized information from our users?

2.  I would also like to deploy a standard form for our public tasks folder, but am having trouble finding explicit instructions on creating the Exchange Organizational Forms Library.  Is the Organizational Forms Library the right way to publish enterprise-wide forms?

Re Q1: I'm afraid it's not possible to change the message template used according to the recipient with Outlook build-in feature. What we can think is to deploy the custom template to all users and then ask then to send the "IT request" using the specific template. Or, you can post in the Script Center forum to check if this is possible via script:

Re Q2: If you want to make the form available to everyone in your organization, you'll need to publish the form to the Organizational Forms Library. See:
