I am trying to install Visio 2010 on Win 7 SP1 x87 while getting this error.

Please try Mr. Al's suggestion first, then we also could see the method of this KB:

• Click Start, click Run, type regedit, and then click OK.
• Locate HKEY_CLASSES_ROOT\TypeLib\{F5078F18-C551-11D3-89B9-0000F81FE221}\6.0\0\win32.
• Right-click win32, and then Click Permissions.
• Give yourself Full Control to the key.
• Double-click the (Default) value under win32, and then change its value from %SystemRoot%\System32\msxml6.dll to C:\Windows\System32\msxml6.dll.
