Set common colour and name to categories in Exchange/Outlook 2007

I would be happy if someone could explain to me how to set name and colour to a category and then apply the setting to all mailboxes in a company i.e. everyone in the company get the same name and colour to the same category. (And also make it impossible for the users to change the category afterwards.)
