Hello,
How can I give a user just privileges to restart a specific service or all services. DBA wants to restart SQL Server service, and for this reason I have to give him admin privilege.

You can give it using RBAC but not sure about SQL.
RBAC will work for Exchange 2010 not for SQL, may be you should ask this question in AD forum
