When users use Outlook Client in cache mode, their GAL becomes OAB after downloading it to their PC's.

Is there any option to configure Offline Address Book as additional list in Outlook, thus there will be the possibility to use both lists - GAL and OAB separately?

Not sure what you are asking, but the OAB *is* the GAL. If you want to access the GAL directly, then select an Address List from the pull down menu in Outlook ( All Users, All Rooms etc..) that is an online connection to the GAL.
