I had been getting this message for 1 weeks now

I am running Outlook 2010 with Windows XP SP3
– Sending’ reported error (0x800CCC13) : ‘Unable to connect to the network. Check your network connection or modem.’

Hi,

 

What type of email account have you configured in Outlook (POP or IMAP or Exchange)?

 

          First of all, please check if the network connections are OK.

 

          Secondly, temporarily disable firewall or antivirus software, to see if it blocks the connection.

 

          If not work, let’s use the following steps to test the issue.

 

Start the Office program in safe mode

==============

1.       Click Start, point to All Programs, and then point to Microsoft Office.

2.       Press and hold the CTRL key, and then click the Outlook Application.

 

If the problem does not occur in the safe mode, this issue might be related to some third-party add-ins in the Office program, we can try to disable them. Normally, you could do the following to disable the conflict add-ins in your Office program:

 

Disable add-ins

      a) Click File menu, click Options >  Add-in, click Go button in the Manage: Com-in Add.

      b) Check if there are any add-ins, clear the checkbox to disable them.

      c) Close the Office program and restart it.

      d) Add one check back each time to the list of Add-In, restart the Office program, and repeat the above procedure. Once the issue reappears again, we can determine which add-in causes this problem and then disable it.

Pop/SMTP email  account configured... network connecton checked,working fine....

I'm experiencing the very same problem, but only when trying to send attachments.

My configuration: Windows 7, Outlook 2003 (of course all of them perfectly updated and working until a few days ago), Pop3 access

No firewall, no antivirus, System registry clean and working, no third party add-ons.

Tried and not working: Ctrl-starting Outlook, Windows safe mode, all the in-Outlook repair and recovery functions, archiving old stuff until the Pst file is <2G, deleting and re-creating an account, uninstalling IE9 beta.

I am on a home connection (hence no Exchange to blame), my ISP is working fine (can send webmails all right) and everything worked just fine until a few days ago - and no, I didn't install/uninstall any 3rd party software.

I already searched every knowledge base to no avail.

And I am getting very irritated, as Ive read many reports of the same problem from all over the world, but no practical solution coming from Microsoft.

Can anybody help?

I am having the same exact problem.

Running Outlook 2010 and XP SP3 and receiving the exact same error message above, only I can still send and receive mail just fine, even including attachments, but I just keep receiving the error after every Send/Receive.

Granted I have not tried sending different types of files yet, but I will update this if I find that I cannot send a certain file type or size.

Firewall not blocking the program nor is my anti-virus software. My comp is clean of viruses as well. I still receive the error when starting Outlook in safe mode. No exchange as this is a POP3/SMTP account.

This is becoming extremely annoying. All searches show possible answers for Exchange servers. Please help!!!

UPDATE : i can send any files or attachments just fine and at decent MB sizes. Still running into the same error after every Send/Receive!!! i did run into an attachment separate from this issue but it might be useful. i updated my AVG software and installed the Outlook plugin. The plugin froze my outlook and made it completely unable to Send/Receive at all. Disabling the AVG add-in fixed this issue and now my Outlook is back to normal... well... normal as in with the original error.

UPDATE 4/4/11: i am now experiencing the original issue. Outlook tries sending email from my outbox but there is nothing there. it will continue to try and send something i cannot find and ignore sending my actual emails.

UPDATE 5/18/11: Thanks to Glen, the problem is solved!!!!!

I am also having the same problem.

Running XP pro with SP3 and outlook 2010.

Whenever i click send/receive some thing is sending, but i cannot find any message on outbox.

I created a new outlook profile and problem was fixed but after one week the same problem appeared.

Somebody please help to fix this issue.

A few of my users are also having this issue.  They are running XP Pro with SP3 and Outlook 2010.

They can send and receive emails but even though there may be no emails in the Outbox the send process continues to fail with 0x800ccc13 error.  Each time the send process starts it fails always thinking that there is one email in the Outbox. 

I removed the users profile, ran the outlook repair, starting with a new PST file setup.  This seemed to work for about 2 weeks.  Then this issue just started again. 

I tried to add a new profile and each time I run the test, the send fails.  I can successfully ping the outbound server. 

Any suggestions would be appreciated.

I found the following link http://www.howto-outlook.com/howto/sendreceiveerrors.htm and in a section called Hidden Read Receipt I followed the link which describes how to remove the hidden read receipt using an Microsoft utility MDBVU32.exe  After deleting the hidden stuck message, I went into Outlook and the issue was resolved. 

A follow up question is, why would a message get stuck like this.  Is it common?

I tried many solutions like PST repair, registry repair, outlook add ons disabled. nothing worked and then i tried sfc /scannow command to repair corrupt windows files which worked for me.
