By the way, when users send messages to external email address, this mailtip will show up by default.

thanks for the reply but this is not I want.
1. the email still need to be sent.
2. just sending a warning email back to sender to remind him/her that the email just sent is for external email domain.

I have a workaround for your situation.
Create a new mailbox for sending the warning messages.
Configure auto-reply on this mailbox.

Create a transport rule to send the external messages to this new mailbox as well.
Remember to assign retention policy to this mailbox.

In addition to the Lynn-Li suggestions , you can make use of the Mail tips in exchange 2013 .
Please use the below mentioned command to configure the mail tips .
Set-OrganizationConfig -MailTipsExternalRecipientsTipsEnabled $true

interesting. with this workaround, this rule apply to all email and exchange will detect it and BCC to the "User 1" which is the mailbox for sending back the alert. isn't it?
I found a solution to overcome this issue by using this solution ....
the alert message will be sent ever
