Sending through Exchange server 2013 not work

Hi, 

After installation i try to send internally test mail through: https://localhost/owa, but it didn't go outside the drafts.

So, what is the problem. I follow all the steps https://technet.microsoft.com/en-us/library/jj218640(v=exchg.150).aspx 

Any Idea?

Note: I need to use Exchange server internally.

Are the sender and recipient recently created users?

Can you send in the other direction?

Instead of user A sending to user B, can user B send to user A?

Thank you for your question.

If we want to test message flow in internal, we could do nothing after Exchange installation completed. The link which you provide is about external message flow.

We must restart Exchange server after installation completed, In order to test internal message flow, we could create two test account, then make sure all necessary services are running, we could also restart Microsoft Exchange Transport services on Exchange to check if the issue persist.

We could refresh the OWA to check if the issue persist, we could logon with recipient account to check if the email was received.
