I do not have "Save as a PDF" file as one of the drop down options.  I tried saving as a word doc, but it does not retain photos, only text.  I need this publisher file to be a PDF so I can more easily email it.

Office 2007 doesn't natively give you the option to export / save to PDF, that option only became standard in Office 2010.

To do it in Office / Publisher 2007 you need to install an Office add-in which you can download from here https://www.microsoft.com/en-gb/download/details.aspx?id=7 after which you should find you have the option available.
