SafetyNet shadow message load balancing

Good afternoon,

I have a scaled out 5 server\1 DAG  setup which started from 2 servers and 3 were added later.

When investigating mail.que growth issue (yes, I know, it can grow very large and can not be limited), I've discovered, that first and second server get most of shadow messages (there are way more HARECEIVE events than on others) and last server gets least shadow messages.

Can anyone suggest if it is by design or shadow message distribution can be managed via some *.exe.config file?

Shadow redundancy queues are normal.  They're temporary and should never get very large.
