Will Power Map route stops and optimize similar to what Streets and Trips does. This is a function greatly needed with Streets and Trips being discontinued.

From your decription, I was not quite sure what you wanted to achieve . Did you mean that you wanted Power Map to give a best route base on traffic or other condition? Could you share me a screen grab of what you wanted to achieve or be more specific about your request?
