Restrict user to remove mail data from Archive folder in OWA , Exchange 2010 and Exchange 2013

I need to Restrict user to remove mail data from Archive folder in OWA , Exchange 2010 and Exchange 2013

Is it possible?

Also i need a policy only administrator have right to delete mail data from archive folder.

Please suggest

You can't, if you want to preserve data immutably use legal/in-place hold.
