I am developing my own plugin for outlook 2013 and I am facing problem of responsive page.I am using media query for res-zing my screen using drag functionality because my application has three different view big ,medium and small but media query is not supported in outlook 2013 reason behind outlook 2013 working on IE 7 and media query is not supported on IE7.

As you stated, Outlook 2013 doesn't support any media queries so therefore responsive is impossible.
