Hi,

Do you have multiple DCs in your environment?

One of my customers encountered a similar issue, it seems to related to the inconsistent msExchOwningPFtreeBL between DCs.

Please use the Get-ExchangeServer -Status |fl name, CurrentConfigDomainController command to check if the Exchange 2010 and Exchange 2007 use the same DC.

If they use different DCs, please check the msExchOwningPFtreeBL attribute and make sure this attribute on both DCs are the same.
