we are migrating from Exchange 2010 to Exchange 2013, Exchange 2013 servers are Hyper-V virtual servers. and Exchange 2010 is Physical. during migration we found this error with multiple mailboxes "Relinquishing job because of large delays due to unfavorable server health or budget limitations"

This thread reports that issue was resolved by increasing the value in throttling in MSExchangeMailboxReplication.exe.config with the "MaxActiveJobsPerSourceMailbox" from 5 to 10 and "MaxActiveJobsPerTargetMailbox" from 2 to 10....

In addition Amits suggestion, we could check the status of database on Exchange 2010 and Exchange 2013. Then check if the content index was corrupt, if it is, we could rebuild the content index, then check the statue of database on Exchange 2010 and Exchange 2013.
