I have a client (home user) who deleted on of his folders (heavily populated) and I am trying to recover it.  The folder doesn't appear in Deleted Items.  He is on a POP3 server with a cable provider.  He has no memory of moving or manually deleting the folder.  The folder does not appear in his webmail account on the cable provider mail server.  I have run scanpst.exe on the pst file with no results to see if the file is corrupt.  There are no previous pst files to re-import the folder.  Does anyone have any suggestions as to how to recover the folder?  Many thanks.

Scanpst.exe does not work in the case of deleted or permanently deleted items. It can repair the damaged or corrupted part of Outlook Data File. 

Go and Google for any third party utility which assure 100% recovery like SysTools Outlook Recovery Solution, Kernel, Stellar etc. and choose the best one which can accomplish your task. 

Please read first about these software and their working before purchasing (if) as you are going to spend money on a product. Otherwise, there are also numbers of free  recovery solution which are available on the shareware platforms which helps to recover the data at some extent (it has limitation because of demo version then use it and recover important emails).

You can also try this one as I found this one from the same platform and found trusty as it has been approved by Microsoft (at this platform).

Note: These kind of issue can be easily resolved with the help of Dumpter feature when you are working with Outlook Exchange.

Hi,

Since it's a POP3 account, the folders don't sync between Outlook and the server, which means we can't find the deleted folders from the server.

If the emails can't even been found in the Deleted Items, I would suggest you try some 3rd-party tools to recover the folders from the .pst file, keep a backup to avoid the risk of losing all the data.
