Yes, you can do it in Exchange 2013 too and take a look  the following article:

https://technet.microsoft.com/en-us/library/ee332351%28v=exchg.150%29.aspx

In this case,(when backup is not available to restore the data again) you can get assist by using any good third party solution like( http://www.exchangeserverrecovery.com/ ) which seems to be a good approach to restore all the required database in a hassle-free manner.

Yes you can certainly restore an Exchange 2013 database to a server running Exchange 2013, but that database can only be an Exchange 2013 database.  The question was can I restore my Exchange 2010 Database directly into Exchange 2013, that you cannot do natively.

Can you use a 3rd party tool? I'm sure there might be something out there to do that, is it 100% supported?Probably not.

The best thing to do here is fire up a 2010 server using VM type software, restore the database and then move users/mailboxes to a 2013 server as I assume you have no 2010 servers left.

Native MS tools, no, however our DigiScope product http://www.lucid8.com/product/digiscope.asp will allow you to open the Offline 2013 EDB and then recover all mailboxes directly into a production Exchange 2013 server.

Consider a tool like OnTrack PowerControls.

Yeah, pity they don't troll the forums trying to drum up business, it'd be colorful.
