Recipients can't see all other recipients of a sent email from Outlook 2013

I have found that since I moved to Office 365 using Outlook 2013 not all of the recipients to an email message can see the other recipients that the message was sent to. Almost as if I had BCC'd the other parties. So if I start an email conversation with Bob and Sue, Bob can only see Bob in the "To:" field and Sue can only see Sue in the "To:" field.

Inevitably they reply and forward the message to the party that they think that I forgot to include. This is getting to be a royal pain. I can't figure out why the recipients can't see all the recipients to the email.

Help!

Hi,

How did you send the email messages to multiple recipients? Do you just click New Email button to create a new message and then type multiple recipients in the To field? Since you were not using BCC, the only thing I can think of is Mail Merge. Were you sending the email message via Mail Merge in Microsoft Word?

If you were sending an email via regular way, please also try starting Outlook in safe mode and then test the issue again. To do this, press Windows key + R to open the Run command, type outlook /safe and press Enter.

In addition, please also try sending an email message from OWA to see if you can reproduce it from there.

As far as how I am sending the messages- I am just sending them in the normal way typing the email address in the "To:" field. 

I just restarted Outlook in safe mode and tested it to two other email addresses I own and the same issue occurs. Each recipient only sees themselves in the "To:" field.

Also, I just sent an email out to a group of 15-20 people that I just pasted their email addresses into the "To:" field, my wife was one of the recipients and I just checked her copy and it is as if I only sent it to her.

My 365 plan doesn't have access to OWA I only use the desktop version of Outlook.
