Recipient management in O365

Hi!

We have O365 and want to have 2 role groups: one is for IT guys who can create mailboxes and one for Managers who can administrate accounts. The last one has no problem. But despite of role model in O365 to create mailbox you need to be Global Administrator what is quite inconvinient.

Do we have any chances to have such role?
