ReRun Forest Prep and/or Domain Prep
If I rerun ForestPrep and/or DomainPrep in an existing Exchange 2003 environment, will it damage anything? I'm trying to install another Exch 2003 server and it won't install...keeps on telling me to rerun domain prep.

It wont hurt to re-run it. What is the exact error? Typically you only need to re-run if you are installing Exchange into a domain that has never had domainprep run against it.

Specifically, I tried adding and removing certain user accounts from the Exchange View Only and Exchange Full Administrator roles, and it did not work. I thought that by re-running ForestPrep it would reset the permissions and allow me to change the accounts that need changing.

I re-ran ForestPrep and it corrected the issue. Thanks! I don't see any problems from that. Although, we do have a weird SMTP issue with one exchange server, but that should be another post.
