Public folder question

We have three public folders. Domain admins have full control over all three and I am in the domain admins group. However, in two of these folders, I have no rights to change client permissions in outlook, but I can add users and change their
permissions in exchange system manager. I am using office 2010 but it is a 2003 exchange server.

You really don't want to be using an account that's a domain admin for
normal day-to-day work. Inheritence is blocked on accounts in
protected groups which is probably the reason you're having problems
doing this from Outlook.
