Public folder (Contacts) inconsistent behavior when being accessed by editors

Hello Exchange 2013 CU7 on premise, and a Public folder serving the purpose of distributing a large number of contacts to users. There is a security group with 'Publishing editor' permission level on this Public folder and two Owners. There also has been a recent move of the PF mailbox to another database - if that is of any importance. Last but not least the access to the PF is through RPC over HTTP.

Now the 'Editor users' trying to access the Public Folder and edit existing contacts after some time they get an error message that he has not sufficient permissions or the folder has been moved. If he cancels the edit and retry  he is able to to complete one or two edits then again the  same message appears. This is really annoying to 'editors' and frustrating to us trying to troubleshoot and provide a solution. ;-)

Any ideas are welcome.

Hi,

Please confirm the issue happened to "Publishing Editor" users in the security group or "Editor" client users.

We can do the following steps to narrow down the issue:

1. Check whether the Public Folder (Contacts) can be edited by Editor permission users in OWA or not.

2. If the issue doesn't happen when edit contacts in OWA, please start Outlook in safe mode and create a new Outlook profile to have a try.

3. If the issue persists in OWA, please remove the Editor permission for Public Folder in Exchange side then add the permission back to check whether it works.

Hello Winnie and sorry for the late response.

1. Do you mean under 'People/Directory/' where there is a 'Public Folders' entry. This has only one contact created by me in ECP for testing things on exchange. AFAIK I can only add PF that are mail enabled in Favorites. Could you please clarify a bit?

2. I 've already created a new profile on that user's computer without success. BUT... I then created a profile of that same user in another computer where the problem DIDN'T appear.

3. Haven't done that yet but do you think some sort of corruption on the PF's ACL is possible?

UPDATE: a colleague of mine rebuilt the "windows indexing service" database by recreating the corresponding files to another location. This resulted in the user getting a normal experience but this didn't last for long. After two days the user is unable to get any results when searching the contacts' Public Folder!!!
