Public Folders loose connection when changing permission

It appears that every time I change permissions on a shared Public Folder (Calendar - SCC), users have to add it back in their favorites in order to get connected again.  What can I do to resolve this? 

In theory; I'd like to change the permissions on the shared Public Folder called "Calendar - SCC" to a DL called "SCC Distribution" that way I wouldn't have to update it when users come or go.  The DL that I'd like to use to secure this Calendar it's "Type=Security Group -Universal".  

Is this possible?  If so, what is the command for it or where would I go to make this change?

Win2012/Ex2013sp1/Outlook 2010/Outlook 2013

You can change the type in Active Directory Users and Computers.  In addition to making it a universal group, make sure that the group is mail-enabled (Enable-DistributionGroup).

The DL's are mail-enabled.  Can their "Type=Distribution Group - Universal" or does it have to equal "Type=Security Group -Universal"?

I've change permissions on the shared Public Folder (Calendar - SCC), as SCC Distribution (DL Group) and it worked like a charm.  I wish I would have thought to do this years ago.  Thanks for the input Ed. :)
