I have a group granting access to a set of folders-- one member gets the correct rights while another is not getting any rights.

Hi, Is this just an AD security group or an Exchange MailEnabled Security Distribution Group? In past as I remember I also had some problems with PF permissions through groups. infact I was having delay. Try to do it with mail enabled Sec DG in Exchange if you are not doing so already. Plz also have a look into this thread, where I was having delay in applying PF permissions using Exchange Distribution group: http://social.technet.microsoft.com/Forums/en-US/exchangesvrdevelopment/thread/7e768adf-ecd2-42c0-9da7-c4dc577b1302 It seems that user permissions for pf take some time, as do mailbox permissions like FullAccess and Send-on behalf take 2 hours to apply by default, or a restart of Information Store service will aplly the changes immediately. In your case try to restart the "Information Store service" and then see. I hope it will solve ur problem.
