Thanks for the reply. So, technically possible, but not recommended. Please, correct me if I am wrong.
What if chose to go ahead and migrate PF and then after successful migration, I migrate remaining mailboxes too, would those users then be able to access PFs?

if migrate pf, user who has mailbox on exch 2007 not acces to pf.
so move all mailbox and then pf.

if you use outlook 2003 free busy is broken after remove pf.
but If MS "strongly recommend" pf the last migration point.. I don't say yes lets migrate now.

Otherwise you could also migrate public folders from 2007 to 2013 by using this solution i.e.http://www.lepide.com/exchangemigrator/ which provides the automate facilitate to perform this tasks.
