Problem with rule executing...

I am using several different mailboxes on an Exchange server and in one of the mailboxes I have a rule that is set as follows:

Apply this rule after the message arrives
assigned to Nick and Complete category
move it to the Completed folder

the rule runs when the Run Rules Now, but if I change the categories of a new email to Nick and Complete, nothing happens. I do get the message "This rule is a client-only rule, and will process only when Outlook is running", but Outlook is ALWAYS running. 

We are reorganizing our IT inbox and as part of that, I need a rule so that whenever someone categorizes an email as Complete, it goes to the appropriate folder. But apparently I'm doing something wrong. Any ideas?

A new coming message usually will not contain the category info, is this an existing message in your mailbox?

The inbox rules will only run during the message download process. For any existing messages, you will have to manually click the "Run Rules Now..." button in Rules and Alerts dialog to execute the rules.

If this is your case, whenever someone categorizes an email as Nick and Complete in your Inbox, you will have to manually run this rule by clicking the "Run Rules Now..." to reorganize your mailbox.
